Allan represents the Finningley Ward.

Allan was first elected in 2002 is a member of the Integrated Transport Authority,  Children and Young Peoples Scrutiny panel, Member of Scrutiny Management. represents the council at Yorkshire Purchasing Organisation. and the Rural Forum for Yorkshire Local Councils Association to which he is an executive member
He is a member of Joint Consultative for parish councils, and member of the South Yorkshire Rural Partnership.
Chairman of Don Valley Conservative Association.
